Urbana council puts new liquor law to test with hearing

URBANA — The city council will take more time to consider whether to grant a Class C liquor license to a Circle K convenience store at 1501 N. Lincoln Ave.

The license would allow the store to sell package hard liquor — something it actually had been doing for years with the wrong license. When city officials discovered the error, the store stopped selling hard liquor immediately and is now requesting the proper license from the city.

The hearing was the first test of a revised ordinance that the council approved this summer, when city officials reduced the number of available Class C liquor licenses from 27 to 15. At the time, 15 licenses had already been issued throughout the city.

The new regulations allow city officials to issue more than 15 Class C licenses, but only after the city council has held a public hearing and approved the issuance of the license. At the time they approved the changes, some council members were trying to stop two stores from selling hard alcohol in a southeast Urbana area they felt was too dense with liquor stores.

Council members chose to wait at least two more weeks to make a preliminary decision. That will give them time to explore what kind of effect a Class C license would have on the area.

In other business, council members also deferred a decision on a new ward map for at least two weeks. Officials are required to redraw district lines to bring each of Urbana's seven wards close to equal in population following the 2010 census.

Nobody spoke during a public hearing on the redistricting Monday night.
