Social service agencies preparing for worst with cuts

CHAMPAIGN – Social service agencies in Illinois have been through this exercise before – budget cuts are threatened, then usually restored at some level – but this time they fear the state budget cuts already made will be permanent. After all, state tax revenue is down almost $2 billion this year, the overall budget deficit is even larger and there's been no legislative agreement on how to replace that money.
