This beagle mix is one of the dogs at the Douglas County Animal Shelter. Tuscola animal control officer Rob Hardwick says he is sometimes forced to house up to 10 strays in the facility's five pens.
TUSCOLA – It's not unusual to drive down the highways that lead to Tuscola and see an abandoned puppy, left there to die.
"I see dogs sitting patiently by the side of the road waiting for their master to come pick them up," said Judy Maggio, a member of the Douglas County Board. "They don't know that their master isn't coming for them. It breaks your heart."
