Two DSC group homes created with funds from new county tax

CHAMPAIGN – For more than 30 years, Todd Joyce lived at home, content with loving parents and fulfilling work through Easter Seals.
But his father died in October 2002, and with his mother growing older, he and his family decided it might be time for a change.
