Constant turnover forces school district to redefine itself

Bill Trankina sighs with the weight of the challenges he faces as superintendent of the Rantoul elementary and junior high schools.

He tells of a 10-year-old boy who moved from Chicago to Rantoul. Four months after enrolling in the Rantoul schools, he his family moved to Danville. One year later, the boy was back in Rantoul.
