Rate deal heads to governor

SPRINGFIELD – Legislation to provide $1 billion worth of electricity rate relief over four years and reform the way utilities purchase power won approval in the both the House and Senate on Thursday.
The sponsor, state Sen. George Scully, D-Flossmoor, said the legislation was a good resolution to the dramatic increases that took effect in January after a decade-long rate freeze expired.
