SPRINGFIELD – As legislators criticize Gov. Rod Blagojevich's "end-run" of a budget they approved, at least one lawmaker expects a court challenge to the governor's promised veto and reuse of a half-billion dollars.
Offering few details and refusing to answer questions, Blagojevich on Tuesday vowed to veto $500 million worth of "nonessential spending" in the budget lawmakers sent him last week and dramatically expand health care instead.
