CHAMPAIGN – While city officials say it played no role in their decision to phase out social service grants, the federal government notified Champaign about a year ago that it believed three city council members – Tom Bruno, Ken Pirok and Deborah Frank Feinen – had a conflict of interest because they or a spouse were doing work for agencies seeking city grants.
The U.S. Department of Housing and Urban Development had a say in the matter because the $116,000 the city was planning to use for grants last year were Community Development Block Grant funds supplied by HUD.
