FARMER CITY – Council members narrowly approved placing a nonbinding proposal on the Nov. 4 ballot, the first step in a move to take over South Park using eminent domain authority.
The park is leased to the city but owned by the Farmer City/DeWitt County Fair Association. The park property was part of a land swap previously proposed by the fair association to gain ownership of the fairgrounds, which are leased to the association but owned by the city.
