URBANA – Despite efforts by the Illinois attorney general's office to keep him locked up pending an appeal, a Champaign County judge Wednesday ordered convicted rapist Vincent Lipscomb freed.
Lipscomb, 38, has been locked up in a Department of Human Services facility for sexually violent and dangerous persons for four years as he waited for a jury trial on the question of whether he suffers from a mental disorder that makes him likely to reoffend.
