SPRINGFIELD – The Illinois Supreme Court this afternoon ordered that a Champaign man released from custody Wednesday on a sexually violent persons petition be brought back in while the state appeals the dismissal of that case.
Champaign County Judge Harry Clem Wednesday dismissed the civil petition against Vincent Lipscomb, 38, because a jury couldn't reach a unanimous verdict earlier this month on whether Lipscomb suffered from a mental illness that made it likely he would rape again.
