SPRINGFIELD – A little more than 24 hours after Vincent Lipscomb walked out of the Champaign County Courthouse on Wednesday thinking he was a free man, he was back in the custody of the state of Illinois.
On Thursday afternoon, the Illinois Supreme Court ordered he should continue to be held while the state appeals Champaign County Judge Harry Clem's dismissal of his sexually violent persons petition.
