Homer sewage-treatment plant delays prove frustrating

HOMER – It's been eight years since Homer village officials voted to build a sewage-treatment facility, and the long wait with delays in planning, funding and permitting has Mayor David Lucas frustrated.
"Cumulatively, as the Village of Homer looks at this process, it's a very long process," Lucas said. "And there are different reasons for it. But now we're down to the Illinois Environmental Protection Agency not providing these permits. The net of this is, it's been eight years in the making, and people are getting weary and want to see some progress, and now we're up against a bureaucratic wall."
