State's insurance ruling discriminatory

I would like to know why state retirees are singled out as the problem causing the financial disaster of this state and not allowed to use one of the finest medical centers in the nation. We have all worked many years to receive these benefits promised to us through our contracts and have contributed our share during our working years.

Also, I believe this is discriminatory since working employees are allowed to use Health Alliance at Carle but retirees cannot. Public aid recipients are able use Health Alliance and Carle and most have never contributed anything into the state system. State employees have contributed all their working years. The money that should be there is gone due to bad state management and misuse of those funds.
