Don't blame Bush for all our woes

Congress is the only body that can pass laws, especially tax laws. Presidents can't pass any laws, nor is the Supreme Court allowed to make laws. As a matter of fact, if Congress passes a law and the president vetoes it, Congress can override it and it becomes law. Presidents can't override anything. Yet President Bush is getting the blame.
What's the matter with this picture? Can't the American public make rational decisions? Is not the clutter of laws the doing of Congress, not a president?
Abortion, a religious issue, is not mentioned in the Constitution, nor is separation of church and state or same-sex marriage. They deserve their own forums, but not as a national constitutional problem.
What should be in the national debate: the state of the union, its safety, ability to protect citizens, safeguarding our inalienable rights and the economy, including reasonable regulation.
We are being led down the wrong path. We need to focus on Congress as the source of our woes. Be honest with yourself, Congress has the right to not consider any bill, and considering the seriousness of its business, not offering a solution at the same time.
